It's a 10 foot copper plated rod 5/8" dia that you pound into the earth to provide a ground for the electricty.

It works w/out it, but it's required.

What is stupid is the NEC requires a ground that is attached to all the re-bar in the footing. My particular utility is still stuck in the past and they still require ground rods. I have both... [bang]

Absolutely. It's far from done though, and I'm not certain it's going to work.
