When I worked in the fab shop they were having a problem with adhesion on a part painted with epoxy. The S-W rep told me to use this wash primer that contained phosphoric acid.

The epoxy primer and paint came off in one big sheet at the customers shop.

I've never used a phosphoric acid product under epoxy since.

Look at it with some magnification to see if there is any brown in the blast profile. If there is, just get a urethane primer and use the acid wash.
