What I've never been able to figure out is why, when it's 65 degrees in the house in the summer, it feels fine, but in the winter it's cold.

20 indoors in winter and I'm cold.  same temp in summer... t-shirt time

Cause in the summer, you're getting heated by IR from the walls, as they're warmer than the interior.

No IR heating from the walls in winter.

Undoubtedly your house is well insulated.
But it's not *perfect*.

Heat flows in when the outside is warmer than the inside, and flows out when the inside is warmer.
You can heat and cool a shed that only has corrugated tin walls, and keep the air temp inside comfortable.
But when the sun is on a wall, you'll feel the IR baking you like a toaster oven.
