Why else would you pack that many clothes and carry that much cash for a three hour tour?

With his net worth, could have easily bought his own yacht, or at least chartered one privately.  Why was he on a low key charter with random strangers?

I'm going with the Usual Suspects theory...it was Gilligan masterminding it all.  He was just playing the fool to throw the feds off.
