Was this an abused dog or just a crazy puppy?

A little of both on the crazy and abused side.  She never saw a vet and was made to stay out in the yard all day.  She never walked on leash or had any training.  She barked and ran back and forth from what the shelter said.

The starting dose was .5 mg every 12 hours.  Now it is .25 mg every 12 hours.  Not much help though.  I am ready to take her back to the shelter.  They open at noon.
