because more often than not they are useless to the tasks at-hand, but want reports filled out about the work

We found a new way to fish out here in Djibouti while we snorkel. Couple of yoyo rigs and some bait and just drop it in front of the groupers. first time, 13 fish; 2 bait, 7 keepers. Not too shabby. Couple conch to go with them. This time, only one grouper (but enough to feed 4) and a conch. With some beers and this tip of nowhere has it's appeal.

well the last noteworthy person to attempt inverting the staffing model at a national level was Pol Pot with his Khmer Rouge Glee Club

Slaughtered the intellectuals and redeployed the populaces of the cities to the rice paddies in an attempt to quadruple rice production to raise capital for industrialization

he was a tad overambitious and got terrible press for his efforts

but he did try
