Guess what ... just got my ISP service back ... almost 14hrs without internet service, but, at the end of the month, "sir, your payment is due" ... 'thebeast withtobacks'em' ...

Morning.  $500 seems high to have the road through the neighborhood scraped.  That's what hour HOA is paying a guy to scrape it.  I'm fairly sure I could refit my truck with a decent plow for less than that.  I'd only charge them a tank of gas at current prices to do it.
