Years ago, I ordered a set of the Walther baffles and they sent them to me, post from Germany. I did not own a Walther suppressor and still don't, I just wanted to examine them. I sold them to a local gun smith when I was done.
I have seen a reference lately that any part of a suppressor is a regulated part, but I cannot confirm that at this moment. But I still have the paperwork from Carl Walther, ordered it right off the German website..

The tube is the only registered part, but in order to replace the baffles (or modify in anyway), you are supposed to possess a Class 3 FFL, I believe.
My dealer has stainless baffles for my .22 can, and he told me he could legally replace them for me with his FFL, rather than having to send it back to the manufacturer.

All the kidding posts aside, I hope your friend's leg will be OK. Looks really bad. Could happen to anyone. Lesson learned people. Be heads up and safe.
Hope he heals well with no complications. Thank God it wasn't a wound from the waist up. Wish him our best.
