I may be misreading this-but it sounds like there's some sort of cap on the labor rate?
If the state had not cut funding for the mental institutions, this project could never have happened.

I just appreciate all you people paying my salary. Well, maybe 80% of you people (I appreciate 100% - But, only about 80% of you pay it - yeah, that's what I meant). Do you know what I did with that money?

i just was reminded that tonight is m's company christmas cocktail party  [wine]

his employer hosts a bunch of different events for the employees during the year,
this one is by far my favorite.
